Htc One Mini bootloader problem

Hi!

I have bricked one mini with access only to recovery (hboot/fastboot), bootloader is locked and s flag is on.
I tried to unlock bootloader with Unlock_code.bin but there's no pop-up on phone.
Every command I utilize in cmd works perfectly but "adb devices" command that doesn't show any device (fastboot devices sees my device)
I tried to reinstall drivers few times but nothing is working so I can't push twrp beacuse no matter what I do I can't unlock bootloader.
